Implementation of Institutional Website Following Digital Government Standards and Software as a Virtual Single Window for External Communication Management, PQRSD, and Internal Official Paperless Operations

Institutional Website Implementation

To achieve this, we carried out a software engineering process aimed at redesigning and implementing a new website that complies with Digital Government guidelines and the Colombian Technical Standard (NTC) 5854, which outlines the accessibility requirements for websites. These requirements are categorized into three conformance levels: A, AA, and AAA, ensuring accessibility for all users, including those with disabilities.

Once the new website was deployed, we proceeded with the migration of historical data from the previous site. This ensured a seamless transition, enabling the management of new content based on the current state of the system.

  • Redesign and Development: The website was redesigned to meet the technical and accessibility standards set by the NTC 5854 and the Digital Government framework, ensuring it is both user-friendly and compliant.

  • Management of Outgoing Correspondence and PQRSD Closure: Manages outgoing correspondence and facilitates the closure of PQRSD cases, ensuring that all interactions are properly documented.

  • Web Portal for Citizens and Businesses (PQRSD Online): Provides an online portal where citizens and businesses can submit PQRSDs, making the process more accessible and efficient.

  • Internal Correspondence Management (Zero Paper): Handles the creation, publication, and distribution of internal information in a paperless format, promoting efficient communication within the organization.

  • Collaborative Tools: Includes management tools for workgroups and meeting minutes, fostering collaboration and ensuring that all documents and decisions are captured digitally.
